Tool counts are source-labeled from the latest bounded tools/list observation; candidates without evidence are never presented as empty working servers. Missing MCP routes are labeled unsupported, auth-gated routes protected, cross-site manifest endpoints delegated, non-JSON-RPC placeholders invalid, and only availability or server failures degraded.
